كتاب رواد التخطيط القومي

Abstract

يحتفل معهد التخطيط القومي هذا العام بذكرى مرور خمسةٍ وستين عامًا على تأسيسه عام 1960 كأول مركز فكر على المستويين الوطني والإقليمي يُعنى بصفة أساسية بقضايا التخطيط والتنمية. وعبر تاريخ المعهد العريق والممتد حتى يومنا هذا، تستمر مسيرة عطاء أبنائه عبر الأجيال المختلفة كمنارة للعلم تُشع بصنوف المعرفة الأكاديمية والعملية على الأجيال المتعاقبة من الباحثين والمفكرين وطلاب العلم لينهلوا من معين لا ينضب، أسسه الأجداد والآباء وحافظ عليه الأبناء، ويستمر سير الأبناء والأحفاد على الدرب نفسه مع مواكبة كافة المستجدات والمتغيرات على كافة الأصعدة للمحافظة على ديمومة العطاء والريادة، وليظل المعهد دائمًا منبعًا للعلم ومقصدًا للفكر المستنير للقاصي قبل الداني. وقد شاءت الأقدار أن يكون من تولوا قيادة المعهد في مقتبل عمره وفي مراحل لاحقة، هم أنفسهم الذين وقع على كاهلهم قيادة العمل التخطيطي في مصر.

في هذا الإطار، تم تخصيص حلقات “سمنار الثلاثاء” للعام الأكاديمي 2022/2023 لتسليط الضوء على فكر أربعة من رواد التخطيط في مصر وفي المنطقة العربية وعلى أعمالهم. فقد أثروا بفكرهم وأعمالهم المكتبة العربية والعمل التنموي العربي والدولي على مدى العقود الطويلة الماضية. وهم (مع حفظ الألقاب): إبراهيم حلمي عبد الرحمن، ومحمد محمود الإمام، وإسماعيل صبري عبد الله، وكمال الجنزوري. وقد تم تحديد هدفين رئيسين من هذا الجهد: الأول هو تجميع أعمال هؤلاء الرواد وتوثيقها، أما الثاني فيتمثل في إعادة قراءة لبعض من تلك الأعمال والأفكار والرؤى في محاولة للإفادة منها عند معالجة القضايا والإشكالات التنموية المطروحة حاليًا. وقد شارك في حلقات السمنار نخبة من كبار المفكرين والمثقفين الذين عاصروا هؤلاء الرواد وتأثروا بأفكارهم وأعمالهم – حتى وإن اختلفوا معهم أحيانًا – والذين تحدثوا عنهم وعن أعمالهم بنظرة تحليلية عميقة، فكان لهم دورٌ كبيرٌ في إنجاح الفكرة ووضعها موضع التنفيذ. كما شارك أيضًا في حلقات السمنار ممثلون عن أسر هؤلاء الرواد والذين تطرقوا في كلماتهم للعديد من الجوانب الشخصية المهمة لهؤلاء العظماء والتي كان لها مردودٌ إيجابيٌّ ملموسٌ على ما أنجزوه على المستويين العلمي والعملي. وقد عكف منذ ذلك التاريخ فريق موسّع من معهد التخطيط القومي على جمع أهم كتابات وأعمال هؤلاء الرواد على مدى تاريخهم الحافل بالعطاء، وتبويبها في صورة إلكترونية بسيطة يسهل التعامل معها من قبل الباحثين والمثقفين والمهتمين بالشأن العام وبقضايا التخطيط والتنمية في مصر والعالم العربي.

وقد تواكب انتهاء هذا العمل الممتد على مدى أكثر من عامين مع ذكرى مرور خمسةٍ وستين عامًا على تأسيس معهدنا العريق، وهو ما يزيد من أهمية إصدار هذا الكتيب في هذا التوقيت احتفاءً بالرواد واحتفالًا باستمرار ريادة المعهد على مدى ستة عقود ونصف العقد.

ولا يفوتني في هذه المناسبة أن أتوجه بخالص الشكر والتقدير لفريق عمل سمنار الثلاثاء بقيادة الأستاذ الدكتور مصطفى أحمد مصطفى (رحِمَه الله)، لكل ما بذلوه من جهد وعمل دؤوب لإخراج حلقات السمنار بالصورة اللائقة. والشكر موصول لكل السادة العلماء والخبراء والباحثين وأُسَر الرواد الذين أثروا بمساهماتهم القيّمة هذا العمل المهم، والشكر موصول أيضًا لكل من: د. داليا إبراهيم مدير المكتب الفني لرئيس المعهد، وأ. سالي دياب الباحثة بالمكتب الفني لرئيس المعهد، لما قدمتا من جهد ودعم فني لإنجاز هذا العمل. كما أتوجه بشكر خاص للأستاذ الدكتور علاء زهران الرئيس السابق للمعهد على ما خصصه من وقت وجهد وفكر للإشراف معي على تنفيذ هذا الكتاب وإخراجه بالصورة اللائقة. وختامًا، لا أجد من الكلمات ما أعبر به عن مدى شكري وتقديري لأستاذنا الكبير الدكتور إبراهيم العيسوي، أستاذ الاقتصاد بالمعهد، لمراجعته الدقيقة لهذا الكتاب قبل إصداره في صورته النهائية التي نضعها بين يدي القارئ الكريم، آملين أن يحظى برضائه وأن يكون إضافة مهمة للمكتبة العربية. The Institute of National Planning (INP) celebrates this year the **65th anniversary** of its establishment in **1960** as the first think tank at both the national and regional levels dedicated primarily to issues of planning and development. Throughout its distinguished history, which extends to the present day, the Institute has continued its enduring mission through successive generations of scholars and professionals, serving as a beacon of knowledge that illuminates both academic and practical fields for researchers, intellectuals, and students alike. It has remained an inexhaustible source of learning, founded by its pioneers, preserved by subsequent generations, and continuously enriched by their successors, who have upheld its legacy while embracing contemporary developments and transformations across all domains. This commitment has ensured the continuity of the Institute's leadership and excellence, allowing it to remain a premier center of knowledge and a destination for enlightened thought, attracting scholars from near and far. It is particularly noteworthy that many of those who assumed the leadership of the Institute during its formative years and in later stages were themselves entrusted with leading Egypt's national planning process.

Within this context, the **Tuesday Seminar Series** for the **2022/2023 academic year** was dedicated to highlighting the intellectual contributions and scholarly legacy of four pioneers of planning in Egypt and the Arab region. Through their ideas and works, these distinguished figures enriched the Arab intellectual heritage and made lasting contributions to development thought and practice at both the regional and international levels over several decades. They are (in alphabetical order and with titles omitted): **Ibrahim Helmy Abdel Rahman, Mohamed Mahmoud El-Imam, Ismail Sabri Abdalla, and Kamal El-Ganzouri**. This initiative pursued two principal objectives. The first was to collect, preserve, and document the works of these pioneers, while the second was to revisit and critically examine selected writings, ideas, and visions in an effort to draw lessons applicable to the contemporary development challenges facing Egypt and the Arab world. The seminar sessions brought together a distinguished group of leading scholars, intellectuals, and experts who had known these pioneers personally and had been influenced by their ideas and achievements—even when they occasionally differed with them. Their insightful analytical reflections on the lives and contributions of these eminent figures played a pivotal role in the success of this initiative. Representatives of the pioneers' families also participated in the seminars, sharing valuable personal insights that shed light on aspects of their character and lives which had profoundly influenced their remarkable academic and professional accomplishments. Following these seminars, an expanded team from the Institute of National Planning undertook the task of compiling and organizing the most significant writings and works of these pioneers throughout their distinguished careers, presenting them in a user-friendly electronic format to facilitate access for researchers, academics, intellectuals, and all those interested in planning and development issues in Egypt and the Arab world.

The completion of this project, after more than two years of dedicated work, coincided with the **65th anniversary** of the founding of our distinguished Institute, making the publication of this booklet especially meaningful at this particular moment. It stands as both a tribute to these pioneering scholars and a celebration of the Institute's uninterrupted leadership and contributions over six and a half decades.

On this occasion, I would like to express my deepest appreciation and sincere gratitude to the **Tuesday Seminar Team**, led by the late **Professor Mostafa Ahmed Mostafa**, for their tireless efforts and unwavering dedication in organizing and presenting the seminar series with the highest standards of excellence. My thanks are also extended to all the distinguished scholars, experts, researchers, and members of the pioneers' families whose valuable contributions greatly enriched this important endeavor. I also wish to acknowledge **Dr. Dalia Ibrahim**, Director of the Technical Office of the President of the Institute, and **Ms. Sally Diab**, Researcher at the Technical Office, for their invaluable technical support and dedicated efforts in bringing this work to fruition.
